<p>As all true, there ARE situations where a complete rewrite is much better. Consider a codebase that evolved over 15 years by copy pasting erroneous code with a horrible design up front that lead to thousands lines of crap without proper tests and even without the knowledge why things were made as they are.
I know such projects that are still “alive” because management does not accept its flaws, even having 3/4 of all people always hunting bugs and the rest never completing features. It’s just absolutely pointless to start writing tests for this code and then refactoring, because all the design choices are bad and leading to an enormous overhead (60 threads, more than one hundred message queues, polling in the range of milliseconds - on an embedded device. This is no joke!). You simply cannot fix this and the only reasonable solution just IS to rewrite from scratch. I always read this same advice from Fowler and encounter real world situations that simply do not meet the requirements for refactoring. Unfortunately it’s not that simple.</p>
