West Sussex County Council has delayed its Oracle Fusion HR and payroll rollout to October 2026, pushing a project that was originally due in 2021 back by another six months. The project's cost has ballooned from an initial £2.6 million estimate to approximately £41 million — more than 15 times the original budget. The council terminated its contract with systems integrator DXC in 2023 after auditors EY flagged weaknesses in budgeting, governance, and risk management. To fund the overrun, the council is selling off public buildings, with capital receipts from asset sales expected to triple to £12 million in 2025/26.
