Track additional Dependabot configuration changes in audit logs

GitHub now tracks two additional Dependabot configuration changes in audit logs: vulnerability updates toggles and self-hosted runner configuration. These events capture who made changes and when, enabling compliance tracking, identification of unauthorized security modifications, and forensic investigations through organization and enterprise audit logs.
