USRA and Meta are collaborating to apply Meta's Segment Anything Model (SAM 2) to flood emergency response. A fine-tuned version of SAM 2 is being used to automatically identify water boundaries in drone and satellite imagery, replacing a labor-intensive manual digitization process that was the main bottleneck for real-time analysis. The system integrates with USGS's Next Generation Water Observing System (NGWOS), using high-resolution PlanetScope satellite imagery and USGS 3D Hydrography data to detect changes in water conditions at scale. Results show promise for nationwide flood monitoring, with potential cost savings and faster disaster response. The upcoming SAM 3 release is expected to further advance the research with unified detection, segmentation, and tracking capabilities.
