The React Native CLI Has a New Home

The React Native CLI has been extracted from the core repository into a separate community-maintained GitHub module as part of the 'Lean Core' initiative. The move aims to accelerate development and treat the CLI as a first-class community project. Key improvements in the first release include a dramatic reduction in command execution time (from 2.5s to 0.2s), prettier unified logging, semver adoption, and fixes for long-standing bugs like the CFBundleIdentifier issue and duplicate Android entries from the link command. The CLI ships alongside React Native 0.59.
