Surely it is not related to 30% of Microsoft code being written by AI

Microsoft has had quality issues long before AI, they laid off a lot of testers/quality engineers years ago and the results showed with the number of BSOD issues and patches causing unexpected problems with people’s computers and servers.
I understand the codebase is large but if you don’t invest in making sure code changes don’t cause unexpected problems or your timeframes are too tight for proper testing then what do you expect.
If the AI is getting trained on code that is buggy then its output will also produce more bugs.

You could also say that quality is subjective and they need a scapegoat…
