Release Notes for Safari Technology Preview 241

Safari Technology Preview 241 brings a range of new features and bug fixes across CSS, HTML, JavaScript, SVG, WebRTC, and more. New CSS features include support for the `stretch` keyword in box sizing and stable CSS scroll anchoring. HTML gains support for the `auto` keyword in the `sizes` attribute on `<img>` elements. The Cookie Store API now supports setting `maxAge`. WebRTC adds support for the `RTCRtpCodec` dictionary. Dozens of rendering, accessibility, media, and layout bugs are resolved, including performance fixes for `ResizeObserver` and `IntersectionObserver`, SVG animation issues, and multiple CSS unit and layout regressions.
