I have to say that for beginners rails is the best choice, because it forces you to follow good patterns and naming conventions that you can later on adapt and export on other tech stack that offer you more freedom.

Ruby is so ass it’s not even funny

I had thought about rails recently as its perhaps just boring compared to new stuff, but well established. I’ve only interacted with it a few times and each time was a pain though.
