Qiskit v0.45 introduces new features such as the passmanager sub-module, improved workflow for transpiler layout, and the SabrePreLayout pass. It also includes performance improvements in transpilation and circuit construction. The release also deprecates the qiskit.extensions sub-module and introduces breaking changes with the removal of deprecated code.
