Nearly 20% of Ukraine's IPv4 address space has been sold or transferred since the Russian invasion began in February 2022. Ukrainian ISPs like Ukrtelecom have sold large portions of their IP addresses to maintain financial stability during wartime. These addresses are now being routed through major US ISPs including AT&T, Amazon, and Cogent, where they're primarily used by proxy and anonymity services. The situation has created security concerns as some of these Ukrainian IP addresses are being used in cyberattacks against Ukraine itself. AT&T has recently changed its policy to address this issue, requiring customers to route their own IP space by September 2025.
