Actually love that last point the author made. Slowing the adoption rate in such a natural way gives the maintainer a more gradual feedback curve

I had the (bitter) opportunity of facing an update issue this year. We jumped from php 7.4 up to php 8.3, and breaking changes were all over the place.
I really loved that perspective, perhaps for a production environment is more convenient to be a couple minor releases behind, but failing to update consistently will be more chaotic sooner or later.
