OTP 28.3.3 patch release fixes two bugs: a race condition in `erlang:monitor_node` during rare reconnect scenarios with multiple node monitors from the same process (erts-16.2.2), and missing copyright additions in both erl_interface-5.6.3 and erts-16.2.2. Both applications can be applied independently on a full OTP 28 installation using the `otp_patch_apply` tool.
