The deal comes amid a broader dispute in which the Pentagon banned Anthropic after the company refused to remove safety guardrails, with President Trump ordering Anthropic designated a national security supply-chain risk. OpenAI CEO Sam Altman publicly called the Pentagon's blacklisting of Anthropic a 'scary precedent' while simultaneously signing his own deal, hoping to de-escalate tensions. OpenAI urged the DoW to extend the same contractual terms to all AI labs, including Anthropic. Ironically, Anthropic's technology was reportedly used in US strikes on Iran hours after the ban took effect.
