The kea DHCP server package (version 1:3.0.3-6 and above) has moved all services to run as a dedicated non-root kea user for improved security. Users upgrading from existing installations must manually update file permissions using chown on runtime files under /var/lib/kea, /var/log/kea, and /run/lock/kea, then restart the relevant systemd services. Accounts needing access to kea files should be added to the kea group.
