Google has announced a new Android developer verification requirement that will affect developers who distribute apps outside the Play Store. Developers distributing via third-party websites or social media will need to verify their identity and sign their applications. Google is building a separate developer console for hobbyist and student developers. The rollout timeline includes an early access program starting October 2025, developer verification beginning March 2026, regional enforcement in Brazil, Indonesia, Singapore, and Thailand by September 2026, and global expansion in 2027 and beyond. The policy is driven by security concerns, with Google citing 50x more malware from internet sideloaded sources than from Play Store apps.
