Dutch financial crime agency FIOD arrested two co-owners of internet hosting companies MIRhosting and WorkTitans BV on May 18, seizing over 800 servers and charging them with violating EU sanctions law. The men — Andrey Nesterenko and Youssef Zinad — are accused of providing IT infrastructure to Stark Industries Solutions, an EU-sanctioned hosting provider linked to Russian intelligence agencies that facilitated DDoS attacks, influence operations, and disinformation campaigns across Europe. Stark Industries appeared just two weeks before Russia's invasion of Ukraine and became a major source of cyberattacks against European targets. Investigators found that WorkTitans and MIRhosting were the most-used networks in pro-Russian attacks on Danish government bodies during the country's 2025 municipal elections. Nesterenko denies wrongdoing, claiming the infrastructure transfer to WorkTitans predated sanctions and that his company does not support cybercrime.
