As a Father of a 4 year old, if my kid ever shows interest in Web Devolopment, which he kinda does sometimes, and wants to learn, I’ll begin by teaching him HTML and then CSS.

Yes I think you should, since WordPress still provides you with Gutenberg and Elementor which simplifies the whole process. All you have to do is drag and drop UIs here and there and you can build a website.
As time goes he can learn the advanced features of it.
