Mobile-first was a term that got a lot of hype for all the wrong reasons. A lot of people think that mobile-first = start developing on mobile, and you’ll get the best of both worlds in performance and responsiveness, which is a lie.
What defines whether the application will be performatic or responsive is the maturity of your team in knowing how to plan the project.
You can start developing on the desktop and have as good a performance and responsiveness as starting on the mobile, in fact it is much better, as it is much simpler to reduce elements, spacing and apply breaks than the other way around. Starting to develop on mobile is like trying to stretch a 360px image to 1920px. A good part of the layouts that I see as a priority on mobile, on the desktop are empty and without any design.
Much of what you said is really important, but it has nothing to do with mobile-first, but with good development practices.
