Microsoft has identified a code change to the Microsoft Graph API as the root cause of an ongoing Universal Print issue that prevents users from creating printer shares. The bug introduced a code error that increased Entra ID directory replication latency and exposed a pre-existing race condition in Universal Print's share creation flow, causing retry logic to fail. Microsoft is deploying a fix and has published a 13-step workaround: create the printer share without enabling 'Allow all users' or selecting users/groups upfront, then manually add members via the Members tab after the share propagates.
