Linux 7.1 Adds Some New PCIe Drivers While Nuking Some PCI Drivers

The PCI subsystem updates for Linux 7.1 have been merged, bringing a mix of new drivers and removals. Highlights include: removal of the legacy pc110pad driver (tied to the retiring Intel 486 CPU support), new PCIe TLP Processing Hints support for Root Complex Integrated Endpoints, a fix to avoid Function Level Reset hangs on AMD NPU devices, addition of the ESWIN PCIe Root Complex driver and the Andes QiLai SoC PCIe host controller driver, and removal of the Baikal T-1 PCIe controller driver alongside the broader removal of Russia's Baikal CPU support.
