The Tor Project's system administration team switched from RFC (Request For Comments) to ADR (Architecture Decision Record) for documenting decisions. The new approach uses a simpler 5-section template (Context, Decision, Consequences, More Information, Metadata), explicitly identifies decision makers and stakeholders using RACI principles, and separates decision documentation from communication. This addresses common RFC problems: unclear decision-making authority, endless discussions, verbose documents that reward exhaustive writing, and insensitivity to expertise and power dynamics. The team documented 95 RFCs over 6 years but found the new process more digestible and actionable.
