JetBrains has coined the term 'Shadow Tech Debt' to describe low-quality, architecture-blind code generated by AI agents that lack structural understanding of the codebases they modify. To address this, JetBrains launched Junie CLI (now in beta), a standalone LLM-agnostic coding agent with codebase intelligence, next-task prediction, and one-click migration from tools like Claude Code and Codex. It supports models from OpenAI, Anthropic, Google, and Grok via a BYOK model. Alongside Junie CLI, JetBrains introduced Air, an agentic development environment built on the open Agent Client Protocol, enabling multiple agents (Claude, Gemini, Codex, Junie) to run side by side. JetBrains positions itself not as a competitor to individual agents but as a neutral infrastructure layer beneath them all.
