I think it depends with where you are with your career. if you are a beginner it is not a waste of time as that portfolio will show what you are capable of but if you have more years in the field your past jobs will do the talking.

I, as a backend developer, would never build a portfolio website from scratch😀.
I’d better be active on StackOverflow, contribute to some open-source projects, read articles I’m interested in, or build a side project just for fun. Or go outside as you mentioned.

When I was just getting started and before I got my first senior position. Building and keeping up to date my portfolio was fun and part of the learning process. Now it seems like a chore and I have little interest in keeping it up. I’d rather spend my time solving big, complex problems that challenge me.
