Intel has launched the Core Ultra 200HX Plus series (Arrow Lake HX refresh), featuring the Core Ultra 9 290HX Plus and Core Ultra 7 270HX Plus with a +900MHz die-to-die frequency bump over their predecessors. Alongside the hardware, Intel announced the 'Intel Binary Optimization Tool,' described as a first-of-its-kind technology that improves instructions per cycle (IPC) even for workloads optimized for other x86 processors, game consoles, or older architectures. Technical details are sparse, but it may be related to LLVM BOLT and Intel's earlier Thin Layout Optimizer work. It's currently unclear whether the tool is open-source or limited to Windows.
