ICE has awarded a $25.1 million no-bid contract to Bi2 Technologies for iris-scanning biometric recognition technology, more than five times the size of a previous $4.6 million contract from September 2025. The deal covers 1,570 devices for field agents and grants ICE's Enforcement and Removal Operations division access to Bi2's database of over five million booking records. Devices are expected to be deployed by late June. Notably, the procurement bypassed FedRAMP security review requirements and included no independent audit, congressional notification, or outside oversight provisions.
