Who cares about their garbage, it’s still garbage.
Refactoring should be a normal thing. Each time you work on a feature, you should also consider if it’s actually logical to do so.
Same thing with this story.
You walk into a garage to take some tools, and you see the saw inside a bucket full of water. Of course, you’re going to pick it up and put it somewhere safe.

Had a good chuckle at the start of this article.
But yeah it comes to engineering as well, code that looks buggy, but served a important purpose.
