How Organizations Became Stuck on Outdated Java Versions

I work as Developer for service company. We are in Java 17 and recently migrated.
But here’s the kicker. We use OScript which is worst thing I have ever seen. And org wants to move away from it, but it doesn’t because “End user will see no improvement”. This is one of the worst and most given excuse to stuck with whatever you are using.
It is like saying bridge doesn’t require upgrade because car will not see improvement. Yeah, until they fall off and die and then we would be scrambling and throwing money to do everything to make that bridge again.
