GitHub Copilot's coding agent now integrates with Jira, enabling teams to assign Jira issues directly to Copilot and receive draft pull requests in GitHub without switching tools. The agent reads issue context, works in a secure GitHub Actions environment, posts progress updates in Jira, and opens a draft PR following existing branch protections and review rules. The integration requires Jira Cloud with Rovo enabled and a paid Copilot plan. Announced alongside GPT-4.5 general availability in Copilot, an agentic code review architecture reaching 60 million reviews, and new agent capabilities including self-review and built-in security scanning. The key operational implication: as routine issue-to-PR work becomes autonomous, code review and CI capacity become the primary bottleneck. GitHub competes here with Google ADK, Cursor cloud agents, and Claude Code, but holds a distribution advantage with 15 million Copilot users.
