GitHub Actions: Early February 2026 updates

GitHub Actions introduces several updates in February 2026: a new runner scale set client for building custom autoscaling solutions without Kubernetes, action allowlisting security controls now available for all GitHub plan types, a Windows Server 2025 runner image with Visual Studio 2026 in public preview, and a macOS 26 Intel runner image for larger runners.
