Make it much easier to use alias in docker local variables

As long as one is going to depend on docker (or some other form of container runtime,) it may be best to create a universal development container image with all those tools.
Then people can use the image with:
<code>docker run --rm -it -v localdir:/workdir -w /workdir image_url:latest</code>
This has multiple benefits:

<li>Validated/patched tooling for all developers</li>
<li>Isolation of development environments when using different versions across different releases.</li>
<li>When developing scripts/applications to run in containerized CI/D toolchains, such as Tekton, GitHub Actions, Jenkins X, etc, you can reuse the same image and be virtually sure the code will also run in that environment.</li>
