<p>The directive covers eight categories: operating systems, collaboration tools, antivirus, AI, databases, virtualization, cloud, and network equipment. Minister David Amiel framed the move as a matter of digital sovereignty, citing concerns over data control, pricing, and the strategic risk of depending on foreign-controlled infrastructure.</p>
<h2>What’s already in motion</h2>
<p>The national health insurance fund (CNAM) is migrating 80,000 agents to French-made tools: Tchap for messaging, Visio for video calls, and FranceTransfert for file sharing. France’s national health data platform is also set to move to a sovereign European solution by end of 2026. A public-private alliance for European digital sovereignty is planned for June 2026.</p>
<p>No specific Linux distribution has been named for the broader rollout, and the directive doesn’t set a hard completion deadline beyond the autumn 2026 planning requirement.</p>
<h2>There’s a working precedent here</h2>
<p>This isn’t France’s first attempt at this kind of migration. The Gendarmerie nationale has been running GendBuntu on over 103,000 workstations for years, reporting a 40% reduction in total cost of ownership and roughly €2 million in annual savings. Germany’s Schleswig-Holstein state has run a similar migration. So the technical case isn’t speculative.</p>
<p>The harder questions are around specialist software that has no obvious open-source equivalent, and the fact that much of Europe’s cloud infrastructure is still American-owned regardless of where the servers sit. Swapping Windows for Linux on the desktop is the visible part of the problem. The rest is messier.</p>
