Five years after the EU Web Accessibility Directive deadline, compliance remains elusive for most public sector websites. Despite some progress, enforcement is weak, accessibility overlays are misused as shortcuts, and basic requirements like keyboard support are still neglected. The directive has strengthened the European Accessibility Act and influenced accessibility statements, but systematic progress is too slow. Universities only recently began integrating accessibility into programs, highlighting missed opportunities for earlier cultural shifts.
