Etnaviv NPU Optimizations Make It Into Mesa 24.1

Mesa 24.1 introduces optimizations for the Etnaviv NPU, including code branching and the use of Teflon as a Gallium3D front-end for TensorFlow Lite. The release also includes various fixes and improvements.
