There have been tools for creating RPG games available for decades... JRPGs that is.  If you were more of a western style CRPG fan there weren't nearly as many options, with the D&D Gold Box Unlimited Adventures being the only application that comes to mind.  That changes now with Eldiron, the Retro RPG Creator.  The app is free, open source (written using Rust), available for Windows, Mac and Linux and able to create late 80s and early 90s style CRPGs, both 2D and 3D.
