Debian Project Leader Andreas Tille notes that it remains unclear how such regulations apply to a non-commercial, volunteer-driven project. SPI has initiated efforts to obtain legal guidance. A likely outcome is that obligations, if any, would fall on commercial redistributors rather than Debian itself, with Debian remaining open to optional contributions that help downstreams comply.
