GitHub Copilot usage metrics now distinguish between active and passive Copilot code review (CCR) users. Two new API fields — `used_copilot_code_review_active` and `used_copilot_code_review_passive` — let enterprise and organization admins see whether users intentionally engaged with CCR (assigning it as a reviewer, requesting re-reviews, applying suggestions) or simply had it run automatically via a repo-level policy. Active signals take precedence when both occur on the same day. This enables admins to measure real engagement and adoption maturity rather than just coverage counts.
