Copilot Memory has more controls for deletion, scope, and the Copilot CLI

GitHub Copilot Memory has received several new controls in public preview. Key updates include improved deletion guidance (Copilot now directs you to the right place to remove memories), a repository-level off switch for admins, new /memory CLI commands (on, off, show) that persist across sessions, and clearer scope indicators at capture time distinguishing user-level preferences from repository-level facts. Repository admins can manage memory settings under Repository Settings > Copilot > Memory, while users can manage personal preferences in their Copilot settings.
