<p>This article is all about USA. The rest of the world is larger and not less important, and still there are layoffs and hiring-freezes or slowness in other countries as well, where cheaper workforce with visa are not so common</p>
<p>Also I’m skeptical that a foreigner was brought-in as a specialist will receive much less than a native to that country. what would happen is probably is that cheaper workforce stays in their countries or some other place and is working remotely or through a branch in that “cheaper” country.</p>
