In most cases it’s clear the organisation doesn’t truly know what they want or need and likely don’t understand the nuances of the aspects of engineering.

DevOps is a cultural practice, not a job title. Companies hiring for 'DevOps Engineer' or 'Cloud Engineer' roles often misunderstand what they actually need, leading to poor hires and confused job seekers. If you need developers who work in a DevOps culture, say so. If you need operations or platform engineers in a DevOps environment, say that instead. Vague titles attract the wrong candidates and reflect an organization's lack of clarity about its own engineering needs.
