Biome 1.9: Celebrating one year with enhanced CSS and GraphQL support & new search command

Biome has released version 1.9, celebrating its first anniversary with key updates including enhanced CSS and GraphQL support, and a new `biome search` command destined for a future plugin system. The update also aligns its JavaScript formatter with Prettier v3.3 and introduces over 250 linter rules, integrating many ESLint rules.
