<p>I would always recommend not using release pipelines and having everything in YAML. You could configure pre-deployment approval on stage level (with environments or service connections) and pass terraform plan output as artifact to apply stage.</p>
<p>In addition, you cloud have a nice output of a terraform plan in extra tab and have everything in one place.</p>
