The same developers that have built the apps that even makes Apple a smartphone.
And don’t forget that Apple have a perfect opportunity to help developers a lot by better supporting web techniques such as push notifications and PWAs. But for that, they don’t lift a finger, just because they have this monopoly worth 30 % of the global app market. It is restricting innovation and makes it severely expensive for new startups to enter the market.

For me, developers need to pay Apple commission because Apple spends time and money to create the best ecosystem for the your products, and the user base is of the Apple.
