Contributing factors include a recent quota reduction during peak hours, the end of a promotion that doubled limits, and alleged bugs in Claude Code that break prompt caching and silently inflate token usage by 10-20x. Users on paid plans report being locked out for most of the month. Anthropic's opaque quota system makes it difficult for developers to plan usage, and automated workflows are particularly vulnerable since rate-limit errors can silently drain daily budgets in minutes.
