Starting in September 2026, all Android apps will need to be registered by verified developers for installation on certified devices. Google Play developers will have their apps automatically registered, though manual registration via the Android Developer Console (ADC) is necessary for apps distributed outside the Play Store. This process involves personal information, government ID verification, and a series of steps including package details and digital signatures.
In response to criticism, Google is introducing an “advanced flow” for experienced users who prefer sideloading apps, even those from unverified developers. These users will be able to install apps with proper warnings about potential security risks. Additionally, new verification pathways for students and hobbyists allow them to distribute apps to a limited audience without completing the full verification process.
This new system is designed to combat malicious apps by ensuring that developers’ identities are clear to users, while granting exceptions such as ADB installs and for enterprise-managed devices. Unique package names will also help prevent app conflicts.
After the initial rollout in select countries in 2026, the system will expand globally in 2027, allowing feedback and adjustments along the way. Early access to these tools is already available for non-Play developers in the Android Developer Console, with broader availability slated for the Play Console soon.
