Seattle Shield is a police-operated intelligence-sharing network active since 2009 that includes Amazon, Facebook, ICE, FBI agents, military intelligence, and hundreds of other private and public entities. Through public records requests, Prism obtained membership lists and bulletins showing the network circulates suspicious activity reports, protest monitoring updates, and security advisories to hundreds of members. In 2025, reports were almost exclusively focused on protests rather than terrorism. Critics raise concerns about lack of oversight, the potential for protesters to be labeled domestic terrorists under a 2025 Trump executive memorandum, and the network's role as a de facto informant system serving private economic interests. The network's data infrastructure suffered a breach in 2020 (BlueLeaks), and questions about data storage and accountability remain unanswered.
