Actions workflows are limited to 50 reruns

GitHub Actions now enforces a limit of 50 reruns per workflow. Attempts to rerun a workflow more than 50 times will result in a failed check suite with an annotation. The limit applies to both full reruns and partial job reruns, and was introduced to prevent excessive automated retries from overloading the system.
