Animation should be a seperate field within itself. That area is very challenging, I know In WordPress even if you leverage the most advanced Slider Plugins, that have a GUI to help with the process, not only is it extremely time consumin, but you are limited to what the templates already offer.
On top of that, the Plugins that are the most capable, have a big hit on performance, where you will also be spending a significant amount of time trying to optimize them.
And to add more to it, not everyone can make a great animator, you really need to have an artistic vision, where you brain is wired at birth to be capable of envisioning the creation of nice things.
And that is why, the majority of people who create websites don’t leverage animation, because it requires skills that a big chunks of the population lacks and the artistic capability. For example, all I can draw are stick figures :)
