China has filed requests with the International Telecommunications Union for two satellite constellations (CTC-1 and CTC-2) totaling 193,428 satellites, potentially quadrupling SpaceX's Starlink plans of 49,000 satellites. The filings come from China's newly formed Institute of Radio Spectrum Utilization and Technological Innovation and may be defense-related. While the FCC views China's satellite ambitions as a national security threat and has been expediting US satellite approvals, China has been slow to deploy satellites, with its Qianfan network currently at only 108 satellites. ITU regulations require 10% deployment within two years, 50% within five years, and complete deployment within seven years.
